RIALTO β An internal investigation into an alleged sex scandal involving on-duty officers and workers at the Spearmint Rhino strip club has been completed and a report is under review, Police Chief Mark Kling has confirmed.
The Police Department has suffered embarrassment following public allegations by Nancy Holtgreve, a drink server at the strip club. One of the officers allegedly involved, James Dobbs, was no longer with the department as of Aug. Authorities, citing the investigation, would not confirm whether he was fired or resigned. Four officers were placed on paid administrative leave. Citing the investigation, authorities would not confirm whether Dobbs and Quarker were among those placed on leave.
Neither have returned messages seeking comment. The hearing is named after John F. Skelly, whom the state Supreme Court found in a case was wrongly terminated from his position as a medical consultant with the state Department of Health Care Services, in part, because he was denied due process of law. According to her claim, Dobbs used his position as a peace officer to intimidate and threaten her after she demanded he pay child support.
Holtgreve also said Dobbs abused her on many occasions. Holtgreve said the department failed to protect her from Dobbs, while the city fostered and perpetuated a culture of unwanted sexual harassment of women by male police officers. By Josh Dulaney josh. More in News.
